ESPO (Eastern Shires Purchasing Organisation) is a Joint Committee of Local Authorities, operating within the Local Government (Goods & Services) Act 1970.

It was formed in early 1981 by the County Councils of Leicestershire, Lincolnshire and Cambridgeshire. Norfolk and Warwickshire joined in 1985 and 1991 respectively. The unitary authorities of Leicester City Council and Peterborough City Council followed in 1997 and 1998.

Acting as a purchasing agent for its member authorities and other customers, including statutory bodies and charitable organisations, ESPO has an annual turnover exceeding £400 million. It is a self-financing organisation, operating on a not-for-profit basis, utilising the aggregate buying volumes of member authorities and other customers to maximise the potential savings in every area of our procurement activity.

ESPO provides a professional cost effective procurement and supply service, through its catalogues and the contracts established by both its Commodity and Strategic Procurement Divisions, and also works together with the Central Buying Consortium, West Mercia Supplies, Yorkshire Purchasing Organisation and North East Procurement Organisation as Pro5, to offer local authorities outstanding deals in key markets.

ESPOs organisational objectives are:

To achieve overall cost savings and efficiencies for our customers,
To improve the procurement performance of our customers through the provision of a comprehensive, professional purchasing and supply service,
To provide customers with a simple, timesaving and effective system for the purchasing and supply of goods and services whilst preserving full public accountability, including compliance with EU directives and other local authority financial regulations.
ESPO procurement services can be categorised as follows:
The provision of a strategic role. ESPO offers leading edge advice on major complex procurement and contracting issues, competition and services, Best Value driven reviews of service provision and one-off project based procurements.
The procurement of goods and services commonly used by customers throughout the consortium area (and beyond). This type of activity includes framework call off contracts and some local contracting where local issues are of key consideration.
A catalogue based provision where ESPO is able to purchase products in volume (usually low value high volume type products) into its central warehouse at Grove Park and deliver to customers using a combination of its own and contracted transport. An on-line version completes our catalogue offering.
The procurement of 'ad hoc' goods and services required by customers where advice, guidance and good practice are the watchwords. Often customers need commercial solutions to meet a need or specific requirement in this field.
Procurement expertise is extensive and covers a wide spectrum of goods and services, including the delivery of contract solutions which involve outsourcing, collaborative procurement and working in partnership with others, for example, the Consortia working together as Pro5 and the Regional Centres of Excellence.

All purchases comply with current EU and UK procurement regulations, with contracts being exposed to a competitive tender and formal award process.
